Should people using innocent animals as baite in fishing be sent to jail?

"A friend of mine sent me a picture of a dog with a big fishing hook through its mouth. The text alongside the picture explained that fishermen use live dogs: they throw them in the water behind the boat and drive their boat around until they get to a shark infested area. The shark go crazy on live baits of this size. There is no regulation to control that type of fishing. discusting"

"While I find this practice absolutely reprehensible, it does not surprise me in the least. People are cruel and not only to animals but to each other as well. I think that whatever it is that these people are doing to the animals, should be done to them in return. why not use these people for bait like they use dogs or other animals and what we can catch with them for bait?

Sick, sick sick. I cant even refer to these humans as humans, because they couldn't possibly be human if they are condoning or actually doing these acts of cruelty."

"what would happen if it were a small child they were using as bait? would they then be sent to jail? i feel animals are as much alive as we are... they feel just like we do. so my answer to this question is yes they should be sent to jail! this is absolutely discusting that there are people out there doing this!"

"How on earth can people do that? It´s truly awful. I agree with Candeeb, these people arent behaving like normal human beings. I say put them in jail but the likelyhood of this happening is as small as me winning the X factor. @Ralph, is there a petition?"
